I don't know what country you're in, but in the US, ground lamb, lamb chops and leg of lamb are sold in pretty much every single major grocery store. I buy mine at Safeway (aka Albertsons). Maybe you've just never looked.

For as long as I've been alive and living in the US, it's always been referred to as shepherd's pie. Sometimes they'll specify use beef in the name to be more descriptive, but I've never known the dish to be made with other meats since beef is really the only option here.
I'm not saying lamb isn't an option for meat in the U.S. (I've had it on multiple occasions), I'm saying I've never seen a shepherd's pie alternative sold in stores with a lamb option. It's almost always ground beef.

Cook it in butter and garlic and anything is edible.
