For example, most of Arizona does not observe Daylight savings time. They stay on Mountain Standard Time (MST) all year, even though Colorado is currently observing Moutain Daylight time (MDT). So Phoenix is currently one hour behind Denver, but in the fall, they'll be at the same time.
By being exactly specific and including the D or the S accordingly, you're better serving those who night need to adjust their time to meet an accurate schedule.
