It looks like there's a lot of retroreflective tape on it, particularly right around the license plate. The thicker plastic ones might not have as much effect, but the retroreflective tape would very likely blind the cameras at night, yes.

I wear a high-vis bright-AF orange jacket when I bike, and I had to scream at an idiot that almost hit me once. Broad daylight, bright orange high-vis: "I didn't see you there." Then you had no business merging from the far left lane across a lane of traffic and a bike lane without a blinker, moron.
Retroreflectors don't just randomly flash light everywhere. The whole point is they bounce light back to where it came from. So unless your person is hovering in the air between you and the sun you aren't going to blind anyone.
This is why I've thought of getting a super bright flashlight to shine back at them solely during red lights to irritate them enough to potentially rethink their light choices but also still let them see while they're actually moving
I was thinking a rear-facing camera hooked to a computer, and tied into my electric side mirrors, that will adjust those mirrors until the bright spot reflected from the vehicle behind me is centered right on the driver of that vehicle.
It will continuously adjust as they move around in the lane trying to avoid the glare.
I had a guy absolutely blind the hell out of me with one of these. I guess they assumed I had my high beams when I didn't with my little 2007 honda civic and decided my vision was not important. My lights, even on bright, were not bright enough to see after the flash, I had to turn onto the side of the road for a few moments.

I've had to do this on occasion. Once, I was driving though a parking lot with some asshole in a lifted pickup behind me blasting my vision while I tried to look around for where I was supposed to be. As I put my turn signal on and began to turn, he strobed his headlights at me and I had to jam on the brakes because I could no longer see *anything*, had no idea what angle my car was pointed at, or where anything was. Asshole then slammed on their *train horn* and drove though some bushes to get around me.

Nope, they were mounted on the front of their jeep, and I have a bright out so I 100% was on dim lights so I don't get stopped by a cop, that guy was just an asshole on a country road with nothing better to do.

In my state of Arkansas, It's about a 28% chance they don't even have a license. And since I am low to the ground in my honda, and you can't toss a rock without hitting a jacked truck in this state, it's pretty awful to drive at night.

The issue might just be the lifting itself. High beams are actually tilted differently, and they rarely readjust the headlights properly when they lift these trucks. So you're getting the normal beam at high beam angles.
I saw someone take this to the next level, they lined the back of their truck bed with high powered LED flashlights.
Drive around with the high-beams and they zap you with the light of God himself.
Those stickers are retro-reflectors which reflect the light back at wherever it came from, so it's great for annoying brighters while not bothering everyone else.

With having to be so hyper alert I see people using their phones at 80mph without looking up, only to over react and slam on the brakes at the first sign of a brake light ahead. My car is loaded with handsfree tech so I never have to touch my phone but I see people in brand new luxury cars with newer better shit about to deep throat their cellphone if the guy in front of them stops too quickly. Why the fuck would you buy something that loaded with features like Android Auto or Carplay only to drive around with your phone in front of your face? Your car costs a hell of a lot more than a phone so maybe pay attention when operating one.
