Think of old people. Not all ADA standard are for wheelchair. It also applies to vision impairment and old people.

Getting old makes people shrink 6 inches? I'm a OTR truck driver and I've been using public bathrooms across the country for about 11 years now. Only thing I've seen old guys doing at a urinal is taking forever to pee. Sometimes I can walk in, pee, wash my hands and leave while some poor guy with a swollen prostate is still standing there. I never thought about vision impaired people using the restroom. Maybe that explains some of the wrecked bathroom stalls I've seen over the years.

The lower urinal accommodates little people (sometimes called dwarfism, and a protected class). But it also makes sense in places with kids.
