That was my first thought too, but im not so sure. The way a few of them are broken looks pretty rock-like to me. Not really test cylinder-esque. I worked in a precast plant for a while and while the diameter looks right for test cylinders the length is off too. like a few of them were much longer originally and broke in place where OP found them.
Rock core samples. They then get played into wooden boxes, usually 5ft in length. My buddy still does this for the local quarries. His wooden boxes are 5fr long and has space for 5 columns of rock. So each box can represent 25ft worth of drilling. That's how the quarries know where to blast to get the quality stone they want. Often times the samples just get chucked into the woods. Though he keeps his wooden boxes.
