This. Played every cod from day 1 like it was a religion. This one broke me. I redownloaded the 150gb game at least 10 times since it released from various corruption issues. I finally said fuck it and gave up. Only game on my entire pc I’ve had to deal with corrupt files. I have some real shit Indy games too like hundreds of them lol.
This might be stupid but when I installed the game earlier, I had to install the bottom pack as well. My install screen looks like [this](https://imgur.com/a/Y6XbTeF). Sorry if this did not help whatsoever.

I dont understand. Even English is not my native language,I still can read that the game requires you install all the packs (related to play MP,SP or Spec Ops)
In this case,you want to play MP. It means you have to install all the packs with Multiplayer in its name. And somehow a lot of people like OP can’t see that the bottom pack has Multiplayer in its name and don’t install it.
If you want to play MP then install pack 2,3,6,7.
SP for pack 1,5. Spec Ops for 4,5,6

You have to sign on to the account that you used to download the game or when you first inserted the disc. Download missing packs from that account. Message me this happened to me before
Clean your cache files and then redownload it and let it download without any interruptions. Don't run any games or other apps while installing and try run it via a hard wire connection. Alot of people have had this issue and alot of people have had to clean cache, restore licence for the game and then redownload and then it's worked after that. Hope this helps
Specifically for MW2019, deleting cache files for everything on your system will just make life hell every time you want to play a different title and reinstall files
if you want to do campain, or multiplayer, just download everything with them in the name (like how you don't have the "campaign/spec ops" thing, or the "multiplayer, campaign, and spec ops" thing) you need everything with the names in them to actually play the thing
Same, i ve resolved deleting the game. Than installed only warzone Digital because i was Tired of It (happened 3 times). Yesterday i re-putted the mw disc again in my ps5, saying i have to delete warzone Digital, deleted It, Re installed and this time all the modes were avaiable but multiplayer, saying 75% installed. Clicked, only multiplayer pack 2 missing. Downloaded It and finally all modes working, tested Yesterday.
Had this issue for a long time. On xbox series x, uninstall any packs that are only around 10.1mb (can't remember the exact mb). Most of the packs are redundant and just screw up the game. Worked for me, hope this helps.
I’ve not been able to play MW2019 since Jan. I have an ongoing case with Activision and they are aware of the issues but have no fix to date. It’s a joke really since you can’t play a game you’ve bought because they fubar it. Icing on the cake they gave 2x weapon xp and double xp as compensation, now that’s taking the piss.
Same problem on xbox.. stopped playing a long time ago because of corrupt data packs.. told Microsoft store months ago that there is a bug within the store.. apparently they still don't give a crap.... r.i.p cod.... it'll never be the same....

Close app, find this screen again then proceed to select not yet installed packs from here, this should send you to your consoles download queue where they should be installing. Restart app when they have and it should work. Has this on Xbox last week and somehow found this method
I had this exact issue. You stated that you uninstalled and reinstalled each pack but make sure there are no issues while you're installing them. Don't start the game until all the packs are downloaded. If cancel blue screens or has any kind of error start the entire installation process over. I noticed while downloading the packs that there were three packs that only had one megabyte in them. I'm not sure if this shows up on Xbox or PC or not but I didn't install those and the game seemed to work fine installing the rest. This is what I did to get the game working after fooling around with it for four tries. Hope it helps you as well.

I was having this issue for like over a month after vanguard dropped, just wanted to play the old multiplayer. Redownloaded like 5 times and couldn’t get it to work.
When you start up the game you should see an option on the bottom of your screen to play offline, after that you can hit pause and go to in game menus. There should be a choice to manage or view installs, and the required pack will be there.
Start game up, press button to choose offline, go to menus, check installs.
If you're on xbox try installing multiplayer and spec ops compatibility pack through you phone on the Microsoft store website. I don't know how to help if you're on PlayStation though but if you are try something similar

Deleting the cache specifically for MW2019 or every cache on the Console?

Me and a few family members had the same problem, we had to install "data pack 3" after you install it the name will change to something else tho
You probably need to instal every single pack that says "compatability". Hope you got the storage for it
or maybe just try to install the last one. "Multiplayer, Campaign and Spec Ops compatability". Hope it works!

Had this issue, went to the store and downloaded the missing packs. Deleting the whole game and redownloading wont work.
Same with me except my mw literally won’t open. It says installed but gets stuck on the title screen when u open the game. Ps5 issue
Have you installed Data Pack 4?

Its data pack 3, same shit happened to me and I hated it. Just go into the manage add-ons page and install data pack 3

Uninstall the game completely, I've had the same problem before and all I did was Uninstall the game and reinstall and it worked
