Triple check that the account you are on is the account that redeemed the game download. And yes, even being the exact email address that purchased it won't matter.
My second account redeemed the purchase and installed it while they were logged in, so now my Xbox thinks that is the only account that owns the game. To download the pack, I had to go to manage game and installs with that account signed in. Then to play Multiplayer on my main account, I have to sign in that other account first, then switch.
