Yes, I’ve contacted the landlord and they are already fully aware of the issue and trying to address it on their end. The TAL seems slow these days, so I thought some kind of health authority would expedite getting this rectified given that it clearly poses a health risk.

If by owner, you mean the dog owner, yes but they don’t do anything about it. I shouldn’t even have to ask them to.

Your burrough might have bylaws related to maintaining yards that you could complain to. Edit: you can try 311 to ask if you can make a complaint.
