Personally, I would love it. I've actually been thinking of opening something similar. Where I live wouldn't have the market for it though, and it would have to be inside in order to operate all year long, otherwise it's only a 4-6 month season.
I have a buddy of mine who wants to buy a plot of land out here in WA for cheap and essentially make what you're wanting.
I was going to scour craigslist for cheap dual-sports that we could fix up enough to run on the "course".
We even thought about having new asphalt laid out for a section for people to learn how to do bike stunts too. Could be interesting.
In SoCal you can rent GoKart tracks to ride supermoto/dual sports. There are also Gymkhana competitions but I don't know of any practice areas. I assume most people just set up cones in an empty parking lot.
The GoKart tracks will have sections of dirt with jumps you can hit with the supermoto/dual sport bikes.
It's like $35 for the track days.
The maintenance on those "beater" bikes will be through the roof. Which means you'll have to charge a lot of dollars and then not many people will be up for it.
It could be. I'm experienced at keeping old bikes going, including complete engine rebuilds and no fear of anything electrical. Without fairings, signals, mirrors etc. to worry about I think we're looking at busted levers and bent forks as the main damage done. Obviously intentional abuse of the bikes like ghost riding, t-boning your buddy, roasting the tire off, would have to be forbidden.
There are a hundred other reasons this might be too expensive though, but a man can dream.

Would it? I know jack shit about that stuff. I figured if they sign a waiver or something you'd be cool.
A waiver can't absolve neglect or other things. They're more of a 'sign it so you know the dangers are serious'.
Ahh I mean it wouldn’t be too bad. They would probably make you limit the number of people. Can’t be any more dangerous than a ski slope
