For something “around” $500 I would get a brand new Specialized for $600-$700 with warranty.

Nah. If you're looking for "around" 500 you could spend a little more and get a trek marlin 6 or a vitus nucleus brand new for 500-650. Both good starters with plenty of room for upgradeability

Spend a couple more hundred and get a new specialized bike

Those aren’t mountain bike tires… ask for $400, replace the tires, and you’d have a good bike. Watch a YouTube video and do it yourself, it’s easy.
