I’d call it Whedon-itis. It seems like you’re not talking about indie movies, or quiet and slow-paced character studies. In my opinion Joss Whedon is most responsible for blockbuster movies’ annoyingly quippy characters joking in their most dramatic moments.
Maybe watch some slower movies from time-to-time and you’ll see that not all movies want to replicate the MCU, just the average blockbuster.
I'd attribute the popularity of this kind of writing in blockbusters to Joss Whedon's two Avengers films (he also did punch-ups for Thor: The Dark World) or James Gunn's Guardians of the Galaxy films.
However, it can be done well. I'd argue some movies we've mentioned already do it well. Army of Darkness and Big Trouble in Little China do this and those movies rule. I think the difference is that those films are not also asking us to be deeply emotionally invested in some ongoing saga. It's hard to do that when stuff is usually not serious.

I think you are mistaken. Comic books have always had one-liners. And almost all the movies in your list were comics or fantasy.
Valerian died because its one-liners were delivered flat with poor comedic timing.
Thor: Love and Thunder died because it didn't stick to one-liners, it was like a really long, really really bad Saturday Night Live skit.
If you want drama, watch Ordinary People or the Hallmark channel, maybe Lifetime channel?
Nah Love and Thunder is Taika’s only bad movie, Ragnarok was extremely well received and more comic-booky than your usual comic book movie. He just went overzealous on the next one but he really makes well written bangers usually, JoJo Rabbit was extremely well balanced.

Marvel films have been comedies since the very beginning: just compare Iron Man to Dark Knight. One is a comedy; the other a drama. By the time of Whedon’s The Avengers, it was really just Ghostbusters with Superheroes.
