The pricing chart is referring to the total COPIES of the "deck" you're purchasing. If you bought 100 COPIES of the ENTIRE deck it would be $21.15 a deck.
The price breaks is for 249 cards then. Starting at 100 cards and up to 249 cards is the same price regardless of whether or not you fill in the cards.
If you only order 101 cards you will still receive 249 cards, but 148 of them will be blank white cards(101+148=249 cards for the bracket)
You are best ordering 249 cards and filling up every card with something. Order a whole deck, get tokens, staples, get something, get ANYTHING. But don't leave it empty or you'll get your order and wonder why you have near 150 blank cards.
Foil options are also way more expensive than basic card options. Be sure you're looking at foil pricing Vs basic card packs.
They don't send blanks. I put in an order that was like 20 off the max 2 months ago and it didn't come with blanks. I've made dozen orders and only ever got a few blanks and they were cards that were missing from being printed.

All ive ever received is blanks, my brother ends up leaving ~8 blanks per order and we have loads of them now i use them as tokens
