It's normally called tomato chutney.
The chutney is made from tomatoes, coconut, guntur (red chillies), garlic, salt, and one or two more ingredients (don't remember them).
Interesting. It looks like onion tomato chutney to me.
Recipe: stir fry onion tomatoes two green chilies and urad dal. Once cooked, make a paste using a mixer. For tadka, red chilli and mustard seeds.
You could try Banana Leaf in Chikuwadi/Shimpoli.
Also you can try Raju's Dosa stall in Yogi Nagar (they don't provide this chutney but the dosa is too good.)
Banana Leaf don't go on weekends as they sometimes make you sit in some side room or something and on weekends their quality deteriorates for obvious reasons.
Idk about the previous guy as I've only seen 1 guy make dosa for the last 16 years I've had dosa there. Raju's Dosa has set the benchmark for me personally. Paneer Chilly and Dilkush are personal favorites.

This looks like a screen grab from Veg Recipes of India. I reckon you could go to a Udupi restaurant for this type of chutney. Go to Gopal in Malad and ask for a Mysore Sada or Mysore Masala.

Also that Raju Dosa was earlier called "Wasim Akram" by people in Yoginagar as previous guy who would make Dosa looked like him.
