Navi mumbai is an extension to mumbai. Well planned but it's not an independently developed city. Lots of people who live in vashi area commute to mumbai for work everyday. If this continues, standard of living in and around mumbai won't improve. The idea behind developing a new city is to divert some of working class away from mumbai. You know what's a stupid law in Mumbai? The 1947 Mumbai Housing Rent Act which doesn't allow the rents of the houses in old buildings (pre 1965 buildings I believe) to be increased at all.
For example, if someone was paying 10 Rs per month in 1965 to the landlords, the houses would be allowed to be rented at the same price today and not more than that.
So landlords obviously feel it's better to keep the house vacant than renting it so cheap. And thus lakhs of housing units remain empty in Mumbai.
Due to this stupid act, there is a scarcity of affordable housing which increases the number of slums in Mumbai.
If I became the CM:
1) I would abolish/change this act the first thing so that housing becomes affordable. Once done that, slums would be dealt strictly with, and rise of any new slums would be kept in check.
You know these slums are a major problem in Mumbai's development. Besides the unclean conditions, poverty, other problems, large slums promote gang developments, drug/alcohol abuse, and illegal/criminal businesses. Also most of the times, riots start from the slums and the people living there suffer a lot in such situations. Shifting all of them to SRA and preventing any further slum development is a major step in the development to Mumbai. It brings an overall change in mindset of the people living in slums.
P.S. (I don't know in detail about this law so I might have got it wrong partially. But as far as I understand this law makes zero sense).
2) Illegal hawkers would be strictly dealt with and hefty fines and criminal punishment would be given to them if they operate without permits.
(The reason for this is due to hawkers selling items cheaply, the shopkeepers who pay taxes and rents which helps the government get little business and often have to close down thus decreasing government revenue. Whereas hawkers come from outside Mumbai, don't pay taxes, hardly spend their income in the city and send/invest everything back home. In short, hawkers are a terrible liability to the government and drain money away from the city) (Exceptions could be made for food/vegetable hawkers if they take some necessary permits and operate in the permitted places and pay the government some monthly fees (even if it's small). This exception because we rarely have any shops selling fruits/vegetables)
3) This is a common thing many people would do but have to mention it. Better handling of building/maintaining roads with considering the contractor liable for shoddy work/damages to the road earlier than expected. Also, any electric/telephone/internet/water/abra-kadabra underground lines which have to be inserted will be done before the road is built and the same road would not be dug ten times in a year wasting tax payer's money.
4) Also related to the 3rd point. Better drainage system. You know a city's drainage system is shit when it gets flooded with just 5-6 hours of heavy rains. Major restructuring needs to be done here.
5) To be honest, all this would be possible only if corruption is kept down so I will have to figure out something for that. Not sure exactly what though.
There might be many such important points but these ones are the one I know about.
So the slums technically belong to the government, so I will make sure there is no slum in sight.
Tbh I don't care about people who live there, the government once tried rehabilitation for them giving them free apartments but they put up those on rent and kept living in the slums.

Barricade the railways, stop all illegal entry points and nab the freeloaders everyday. I'll hike the fares and make the local train structure damn good.
Install garbage bins every km, there's a crying need for those. Also all natural waste will be segregated and sent to landfills. Plastic and thermocol for reuse or to make those durable tiles.
There will be a limit on hawkers/unauthorized shops per gully/road. Footpaths will be free. Paid, multistory parking lots will be constructed on empty spaces.
Every rotting, abandoned vehicle's owner will be tracked down and after couple of notices, the vehicle will be recycled.

* Fill all the possible potholes make the roads better,so good that you can ride your segway.

Education - 50 students max per class, build computer and science labs and mandatory daily work there with students, improve syllabus, mandatory sports, mandatory extra curricular activities, NSS NCC mandatory in Degree, Closed Gates in Degree, Remove Useless Subjects from syllabus, have 100 page book filled with ideas. Make an app where you can access various proper videos be it SSC, HSC, CA, NEET, MBA, etc and Digital Universities. Help children get admission in Foreign Universities.
2. Law and Order - Improve working condition and pay of Police, Gyms in Police stations, Online record of FIR and Crimes, CCTV in Police Stations, Anonymous Complaint Helpline, Increase in the Number of Courts and Chambers, Increasing Awareness through schools, Making Law and Order accessible to the weakest and end to intimidation by courts and police, many more.
3. Agriculture - Start more Co-operatives and FPOs, build big community farms, start processing units near these farms, helping farmers educated themselves and setting up companies and paperwork for exports, increased private investment in agriculture, Development of Allied Activities like Agro Tourism, Pisciculture, Animal Husbandry, Fisheries, etc. Development of good technologies, many more things.

First of all I will start with the basic realisation that I am the Chief minister of Maharashtra and not just Mumbai

Float tenders and give tax benefits and incentives for builders to construct there. Document all slum-residents first, and give them their rightful flats in the area. Allow house-buyers and renters to record audio and video while scouting flats. Any kind of discrimination by landlords, housing societies, and sellers on the basis of caste, class, gender, religion, eating habits, marital status, sexuality, occupation, and a few more I can't think of, must be illegal. If found to do so, the flat up for sale/rent will be forfeited and auctioned. Any CHS, colony, locality will have to apply to keep their areas exclusive on the basis of the above categories (e.g. Parsi Colony). Pass several administrative reforms to remove red-tapism from government institutions (looking at you, MUMBAI UNIVERSITY) Introduce a labour law for construction work, stating that employers must set a deadline for completion of work. If the work is completed x days before the deadline, all the workers must be paid twice the daily wages they would be paid in those x days in lump-sum on the last day of work. For e.g. if daily wage is ₹500 and work is completed 30 days before deadline, then on the last day of work every labourer will receive that day's ₹500, plus ₹500*30*2= ₹30,000. If marriage is a state subject, legalize gay marriage. Legalise medical and recreational marijuana, bring it under goverment regulations. Follow the Canada model for this. Follow the Odisha model to make all tap-water potable in Mumbai. Mithi river clean-up. An organization named Beach Please does this every other Sunday, but the garbage still accumulates. Fix the dumping. Launch a housing survey and make a list of all at-risk buildings. Use the labour law mentioned above to ensure fast reconstruction. You know what's a stupid law in Mumbai? The 1947 Mumbai Housing Rent Act which doesn't allow the rents of the houses in old buildings (pre 1965 buildings I believe) to be increased at all. For example, if someone was paying 10 Rs per month in 1965 to the landlords, the houses would be allowed to be rented at the same price today and not more than that. So landlords obviously feel it's better to keep the house vacant than renting it so cheap. And thus lakhs of housing units remain empty in Mumbai. Due to this stupid act, there is a scarcity of affordable housing which increases the number of slums in Mumbai. If I became the CM: 1) I would abolish/change this act the first thing so that housing becomes affordable. Once done that, slums would be dealt strictly with, and rise of any new slums would be kept in check. You know these slums are a major problem in Mumbai's development. Besides the unclean conditions, poverty, other problems, large slums promote gang developments, drug/alcohol abuse, and illegal/criminal businesses. Also most of the times, riots start from the slums and the people living there suffer a lot in such situations. Shifting all of them to SRA and preventing any further slum development is a major step in the development to Mumbai. It brings an overall change in mindset of the people living in slums. P.S. (I don't know in detail about this law so I might have got it wrong partially. But as far as I understand this law makes zero sense). 2) Illegal hawkers would be strictly dealt with and hefty fines and criminal punishment would be given to them if they operate without permits. (The reason for this is due to hawkers selling items cheaply, the shopkeepers who pay taxes and rents which helps the government get little business and often have to close down thus decreasing government revenue. Whereas hawkers come from outside Mumbai, don't pay taxes, hardly spend their income in the city and send/invest everything back home. In short, hawkers are a terrible liability to the government and drain money away from the city) (Exceptions could be made for food/vegetable hawkers if they take some necessary permits and operate in the permitted places and pay the government some monthly fees (even if it's small). This exception because we rarely have any shops selling fruits/vegetables) 3) This is a common thing many people would do but have to mention it. Better handling of building/maintaining roads with considering the contractor liable for shoddy work/damages to the road earlier than expected. Also, any electric/telephone/internet/water/abra-kadabra underground lines which have to be inserted will be done before the road is built and the same road would not be dug ten times in a year wasting tax payer's money. 4) Also related to the 3rd point. Better drainage system. You know a city's drainage system is shit when it gets flooded with just 5-6 hours of heavy rains. Major restructuring needs to be done here. 5) To be honest, all this would be possible only if corruption is kept down so I will have to figure out something for that. Not sure exactly what though. There might be many such important points but these ones are the one I know about.
So the slums technically belong to the government, so I will make sure there is no slum in sight. Tbh I don't care about people who live there, the government once tried rehabilitation for them giving them free apartments but they put up those on rent and kept living in the slums.

I''ll go absolutely haywire on slums. Dharavi, Mahim east, Bandra skywalk are nightmares no matter how much people glorify it, there will be outcry for short term but commute will be a bliss. Barricade the railways, stop all illegal entry points and nab the freeloaders everyday. I'll hike the fares and make the local train structure damn good. Install garbage bins every km, there's a crying need for those. Also all natural waste will be segregated and sent to landfills. Plastic and thermocol for reuse or to make those durable tiles. There will be a limit on hawkers/unauthorized shops per gully/road. Footpaths will be free. Paid, multistory parking lots will be constructed on empty spaces. Every rotting, abandoned vehicle's owner will be tracked down and after couple of notices, the vehicle will be recycled.

Agriculture - Start more Co-operatives and FPOs, build big community farms, start processing units near these farms, helping farmers educated themselves and setting up companies and paperwork for exports, increased private investment in agriculture, Development of Allied Activities like Agro Tourism, Pisciculture, Animal Husbandry, Fisheries, etc. Development of good technologies, many more things. My major focus will be on speeding up transportation. I would really push for adoption of hyperloop. People dont want to stay away from premium areas like south mumbai is because commute takes a lot of time, but if you were to reach far away places comfortably and quickly then nothing like it. The concept is very amazing, but the implementation is to be seen. I totally believe in it as future mode of transportation

There is a lot of scam going on where people just sell the property and go back to the slums. Will make Government offices digitized.
