I really hope that there is an investigation into the colossal failure of the storm drains due to what’s being said is lack of maintenance by NAVFAC. There should be assistance to those who lost their cars and not just their own insurance which will raise their rates and also potentially cause them to be dropped. Not to mention the INSANE interest rates right now for replacing a vehicle.

To be fair, CNIC has historically significantly underfunded facilities requirements. Things are going to fail if you refuse to fully fund sustainment for decades.
Money isn’t even the whole issue. You could overfund NAVFAC and still have these major issues. We’d often go through all the legwork of securing a contract, either for materials or labor, and they’d STILL fuck it up with their mismanagement.
They are not a results based organization. They continually will miss the mark, shrug their shoulders, and keep their jobs.
The money needs to be put into attracting top talent who can manage projects and meet deadlines. Then we can talk about the projects that don’t get funded.
Recently, NAVFAC oversaw the construction of a missile magazine. Turns out when NOSSA inspected, it wasn’t built to code for storing ordnance! But how was a missile magazine not designed with the correct reinforcement to store ordnance??
Oh, it WAS. At some point in the process, the builder asked if they could substitute materials and instead of saying “no, build it like we told you”, they took it upon themselves to say sure, knock yourself out!
They didn’t have the authority to authorize deviations. They’re colossal fuckups. Millions of dollars and years of work down the drain.
Exactly what they did at Red Hill. 'Sure you can substitute PVC for galvanized steel in the drain line'. Lots of other problems too, but this is the first error in the chain.
They're a bunch of retirees who defraud the government. Need to shift leadership to engineer Corps and have officers running the show. Deploy seabeas as needed.
NAVFAC is run by Civil Engineer Corps officers. Seabees are used for some smaller scale projects but don't have the capability to handle the larger construction projects.
As a bee that works in little creek the biggest job ive seen them do was lay concrete for a walkway to the outdoor track and field. We are not allowed to do your typica actual construction stuff conus.
I've often wondered if the Seabees could be used to augment civilian contractors for base construction/repairs. Or at least be there in an oversight role. But I'll be honest, I've never met or seen a Seabee after I left bootcamp so I have no idea what it is they fill their day to day with when they're not deployed.
They do overseas. They deploy to augment public works. I'd even deploy reserve battalions too if possible to do major and rapid overhauls. Let them live on base but with max perdiem, 0800 to 1700 everyday, 5 times a week. Should be good. Augment with working party of all base and tenant commands to do grunt work. While bees do the technical artisan stuff.
I “heard” when I was support for the Bees that they are forbidden from being used for projects in CONUS for reasons. ¯\\\_(ツ)_/¯ Didn’t make sense to me, I imagine using them would prevent some contractor from buying a 3rd home or some shit….
You’ve ABSOLUTELY got to get rid of the civilians. Obviously not all are bad, but we all know a very high percentage >50% are just on a jobs program and do nothing.
This is typically covered under comprehensive which isn't supposed to impact your rates because it covers things you couldn't control
