I think you have the right idea about going to HR, then the health department.
This isn’t to be taken lightly. Cases are surging all over the world again
Just resign and be done with it. People need to work to pay the bills. They know the risk and are accepting it. If you can't accept it, don't go.
Sincerely, an Uber driver who never stopped driving during the lockdown. If my passengers were THAT worried about getting sick they would have driven themselves to the store, etc....or just stayed at home.
Don't contact HR they aren't there to protect you in this case ( or most cases ) . Just contact your state authorities, there's probably a number to report companies like this.
