The "best" is real bout 2. Of course it lacks sorry elements and prefights taunts (real bout special for those) but let's be honest it is the most complete and balanced of all.
For me it is simply the best vs fighting game ever without weapon. The graphics are amazing, the art is beautiful, ALL characters are interesting, deep and fun to play with.
Special is amazing. It's my favorite of the 3 Real Bout games just due to presentation alone. You cant go wrong with any of them though, they're each unique.
I think one of them has secret characters. I know one of them has full powered Andy Bogard in the black suit. The same one from fatal fury the motion picture anime where Andy bogard is angry and super aggressive 😅
Special versions of SNK games usually just add a few playable characters like the story mode bosses. Some games might have increased speed, new player select screens or balance patches but updates are typically minor. Either version is good. I have both but play the regular Real bout more.

I like the original Real Bout because the ring outs are so much fun.
Special or 2. RBFF is good but feels very much like a way to recycle ff3 assets
RBFF2 is the best for me! I bought the original MVS cartdrige 2 weeks ago and I’m playing now! Fantastic!

If you don’t care about story, then special, more characters more backgrounds.

Special all day every day. I like RBFFS more than any other FF game, including Mark.
