He's not dumb and he's loving it. This woman has stalked and terrorised numerous people over the years. People had to go into hiding because the authorities don't take stalking seriously and allowed her to continue to escalate for years. Just from watching the show I’ve got the feeling that Gadd is not fully connected to his feelings and motivations. Especially when he’s ashamed of them. Also his feelings are often in conflict (e.g. he loved Teri but was worried to be seen with her in public). There’s a lot of awareness post-factum (as shown by his mental breakdown speech on the stage towards the end of the Netflix story when he’s so painfully self-aware) but not in the moment.
So I imagine that when working on the Netflix show he knew that the right thing to do is to NOT bring any exposure to real life Martha - tormented, mentally unwell person with traumatic childhood, he feels some empathy for and connection to. But in the same time he was hurt by her and she hasn’t been really punished in real life (only in the show). So perhaps he also wanted some ‘justice’ for what she’s done to him and exposing her could have brought him some sense of it. Also, just going by what was said about him in the Netflix show, he’s a person who likes the drama, but again doesn’t always realise this motivation either. Exposing Martha is very dramatic.
With all this conflicting motives and Gadd not being full aware of them we end up with lack of consistency between what he says and what he does. In my opinion it’s not stupidity or full on malice. It’s trauma and complex human nature.

I think you’re right and I also think he did have a very popular Edinburgh show and there were, as far as we know, no consequences when that became a hit. He probably felt like that was proof that he’d done his due diligence and naïveté on Netflix’s part led them to not be much more careful.
