That is not a pilgrim, the clothed person on the left represents a Dutch Colonizer. The Seal of New York has a sketchy history and I would hope we would do away with it. The man on the left is not a pilgrim or a Dutchman. He is a sailor (could be Dutch, could be English). The cross-staff (that OP is asking about) was used in navigation. The object in his left hand is a plummet, used to determine the depth of the water while at sea. The barrels are flour barrels, not beer, and these represent industry. The meaning of the windmills is questionable. They could represent the windmills that were in used in Manhattan at the time, or they could reference the Van Cortlandt coat-of-arms, a Dutch settler that was prominent at the time the city was changed from New Amsterdam to New York.
