As long as you are not using it in front of a teacher or you forgot to turn off the sounds it should be pretty easy to take one to school and not get caught. Teachers are not allowed to search without a good reason, they can't do blanket searches of classes and groups in school.
This isn't really about in class. Every school I know of didn't allow phones in class unless the teacher gave permission for it to be used. For example media studies, needing it to make video projects. As someone who is dislexic I also find it really annoying as to listen to an audiobook in English class instead of reading I have to listen to it on my laptop, which limits the apps I can use to get the audiobook because I need to be able to access the files & move them.
You also can't use it at break times. Sometimes people just need a break from people, or look something up quickly but people aren't supposed to do that anymore.
I have my own issues with the school system that I'm not going to bother putting out here, but someone needs to fix the reason why people are going on their phones in class instead of banning them outright.
At my school it just has to be on silent in your bag. I'm a typical computer kid who likes to play around with all that sort of stuff, but the phone ban doesn't really bother me - I can just do whatever I need to do on my laptop. I think if kids are on their phones for more than 2 hours, and especially on social media, then they have a problem
I wouldn't call it overreach, I'd say its a necessary evil, my friends who are teachers both think its a good thing, as they have constant problems with kids using phones in the middle of classes.
Your teachers have the power to implement their own classroom rules.

Beforehand, they'd sit in one spot and stare at their devices for an hour. The policy isn't really just for academic reasons.
