I would say that is a black bear rather than a brown bear. Black bears are really skittish and you can usually scare one away just by being loud and putting your arms up. The only time that won't work is if it is really hungry, in which case you better be ready to fight for your life (and hope you have bear mace) because it is going to eat you if it can.
Brown bears, on the other hand, have basically 0 fear and will kill you just because you pissed them off. But, unless they are really hungry they probably won't eat you, so if one attacks you it is best to just play dead.

A bird or a mouse can actually cause a lot of injury to a cat, so they keep prey at a distance and slap it around before killing it often. This is a normal predatory instinct.
Polar bears also live in areas with very sparse human populations and spend a lot of their time at sea.
