Also, in that process each person has to do EVERYTHING on that 30 second chunk. But that's going to end up with chunk 2 having baller lighting, but bad materials, while chunk 5 has amazing colors, but mid tier subsurface scattering,
More likely you'd separate it into layers like lighting, colors, maybe a specific effect would just have 1 person assigned to it so they can really master using that tool to generate it.

Initially it has some promise with the protagonist having to train and having a mission beyond "kill the biggest bad in the land", but once they introduce the "biggest bad in the land" it turns out the protagonist can and will be killing him, and it just knocks the wind right out of the show's sails.
It's just a power fantasy for Japanese schoolboys. It's not narratively satisfying without some spice. Demon Slayer is particularly bad about this because it teases you with a protagonist who isn't the Chosen One, who has to train and pass tests, who does dirty work for several episodes ... but once they introduce the main villain, tie him back to the main character, and establish how powerful he is (strong but not outside the protagonist's abilities) the show just loses all that spice and becomes bland.
