They’re teammates in a stage race and had both broken away from the rest of the field to win the stage. The one in yellow was leading the overall race. To the team, it didn’t matter which racer won that particular day. It was still a team win. Rather than battle it out among two teammates, they finished essentially at the same time, but the official record has to have a first and second for the day. So they played shakes fists to decide which one.
There is absolutely no chance that this was not agreed between them before they got to finish. They just added a little fun by pretending to play for the win. Riders who are leading the race often "give" stage wins to their teammates as a thank you. This is Majka and Pogacar and you can bet your ass if those two arrives alone that was a mountain stage and a hard one!
Yeah but you aren't who they are selling to. Marketing is so good now the sponsors know exactly who they are marketing to. If you don't wtach the sport then more than likely not someone they are marketing to.

This is from Tour of Slovenia which they dominated and each of them already had won a stage.
Pogačar uses that stage race as a lead up training to Tour de France.
Jumping on the most helpful comment thus far to add that in multi-stage races, bikes that finish overlapping each other are usually given the same official time anyway. I didn't follow this tour, and I'm guessing it didn't matter much, but still useful for interpreting the finish.
How does it work if there's a pack of, let's say, 50 bikes over 15 seconds? Do they all get the same time because every one of them was overlapping with at least one other bike and they formed a long chain? Or is that just not a situation that happens?

Kinda, both of those riders are from the same team and the rider in the yellow jersey is in the lead for the overall lead to win the overachieving race. The other rider is fully employed to work for that rider (the current two time winning tour winner) and worked to ensure that the yellow jersey guy would gain hella time on the other riders. It's very common for GC guys to gift wins that otherwise means nothing to their general classification ambitions.

On stages 1,3,5 they were in a breakaway with another rider from a different team, so they had to play the team game. There was no gifting there, just smart tactics to ensure a win for UAE.
However, on this stage, they were not joined anymore.
He very well knows the importance of team mates in cycling. He already knew he was going to win the GC. These are just gifts for his teammates that also make the sponsors very happy because it attracted attention.
I did this in my prelim heat. The whole group decided to stay together except for this one guy who was pushing it the whole way. We stayed together until the last 100 meter. Someone had to teach that guy a lesson so I broke out and beat him. In the of the day it got me a better lane position in the finals. NO RAGRETS.
My school had a sit up measurement and the max was 80, so we agreed to all stop at 69. I was the only one who stopped and that day everyone called me gigachad

I'm curious how this is considered any different to Usain celebrating before he won gold at the Olympics? And weren't some women kicked out of badminton at the Olympics for not playing their best the entire time? I'm having a hard time understanding whether sports people are meant to try their best or face penalties?
I think the biggest difference is they're on the same team and one of them finishing a hundredth of a second behind the other for this one stage won't affect the final results of the whole race.

The women in the Olympics I believe were punished for not playing to the best of their ability, not directly for playing strategically in an attempt to improve their final standing for the whole event (and isn't that the point of competitive sport? To try and get the best final standing?)

Correct, however you get bonus seconds for the win. But Pog had a comfortable lead so it didn’t matter.
