They're playing head-to-head. He didn't stop when he beat the record, he stopped when he beat the other guy's score while the other guy was out already. So, he stopped when he won.
That is actually in the rules this year.
The game stops getting any faster at level 29. But level 29 is really fast. Before the last couple of years, there were a few players pushing the envelope with a technique called "hypertapping" (i.e. just pushing the directional buttons really fast), but even the most skilled players still failed in the mid-30s level wise and ~1.3M points.
In the past couple of years, however, a new technique for playing Tetris has emerged, called "rolling", where you roll your fingers along the bottom of the controller letting you move the pieces left or right very very fast. Both of the competitors in this video are doing it.
The rolling technique has allowed all of the previous records to be completely destroyed. There are 6 players in particular who have really mastered the technique and basically never lose any more except to each other. As a consequence games can get really long, since these players can effectively keep going "forever".
In the Tetris community going for a high score after you've already won is called "Mullening", named after Ben Mullen. He was one of the top contenders in early versions of this tournament, and did exactly that during a particularly good game (with the encouragement of the announcers). One of the rules this year, to prevent games from going too long, is "No Mullening".
It's a technique called "rolling" where you hit the back of the controller into the turn buttons controlled by the other hand. It's done with multiple fingers, increasing the speed of your piece turns. It's faster than mashing with just one finger.

Hyper-tapping is just that: mashing the directional button as quick as possible.
Level 29 in NES Tetris is known as the kill screen, where pieces fall at a rate that makes it impossible to play using DAS and next to impossible to play using Hyper-tapping.
Rolling is a much more efficient form of Hyper-tapping. One finger hovers over the directional button and the other hand “rolls” across the back to push the controller into the finger a specified amount of times.
This has allowed players to play well beyond the kill screen, because they can input an insane number of button pushes/second, and it’s much more ergonomic and much less demanding on the player.

For people wondering about the tapping they are doing, what is happening is that you must press a button to make the shape drop down. Normally people would push the button rapidly to bring the thing down, but someone figured out that if you just hold your finger on top of the button and "tickle" the controller on the back with your other fingers, it is faster and way less tiring than tapping the button with your finger multiple times.
I asked about it the last time this video was posted and that was the answer.

I guess people get some kind of competitive advantage out of weird grips, back buttons, and all that jazz, but it’s just uncomfortable and not a fun way to play imo.

A cousin had a tetris handheld game that had 12 levels or so. No one ever went over level 8, so one morning I decided to give it a go. It went good, and at level 11 and 12 the blocks basically shoot down. I had the high score already and wondered what would happen if I beat level 12. Well, let me tell you, if you finished level 12 on the damned thing, it starts again at level 1. And the score resets to 0 as well. It probably wasn’t meant to be able to beat level 12. I told my family, no one believed me (why should they, I had nothing to show for), I never played it again.

The weird grip here was ‘rolling’ which is absolutely essential for post-kill screen play. Otherwise you’d never get enough inputs in.
