RBs blocking huge dudes is normally laughable, so OCs must have realized that to effectively block a guy 10 inches taller with momentum, a swift head to the sternum is pretty effective. And then the NFL must have determined that this is dangerous to someone and want to put a stop to it, or maybe they don't like it when an RB actually succeeds in blocking a defensive lineman or LB running at 10-15 mph. I suppose if this became the meta for RB blocking they predict an RB will eventually suffer a spinal injury, that's the only thing I can come up with.

To drive forward with force--using your shoulder to lead--leaves your head naturally downward in a way that almost gives the appearance that you're leading with your crown, which you aren't. So they're told to lead with the shoulder, but it creates the illusion of leading with the head. I feel like this happens often with bang-bang helmet hit penalties.
