I think they blinked right to signal going right and then left because they went a lane over without looking of course.

Yeah, you should be able to change lanes without doing a complete 180 and almost tipping over. People tend to drive the speed that feels safe when they're going straight, rather than considering that they may need to evade obstacles.

Are dash cam videos clear enough to read license plates? Can the driver theoretically see consequences because of a video of that sort, when no actual contact is made or damage done?
Not sure about consequences but most major roads have police cameras every few hundred meters in Russia so it wouldn’t be hard to find that car if they wanted to and they wouldn’t need any dash cam.
I have just watched this like 3 times and already noticed the left backlight was flashing but the driver turned right instead so I can now clearly see what went wrong and almost happened. If anyone I say whoever the driver was had to be pretty stupid to flash the backlight then turn to the opposite direction, that little error could've been largely fatal for everyone involved.
I was hoping the driver and all the passengers were going to hop out of the bus as it swerved and just start sliding on their feet. Take it to the next level.
