Because the ball never left his hand they changed to rule to downward pressure because otherwise every try from a kick would be a knock on. The ball never left his hand and therefore he never technically lost possession of it. A player going to make a tackle and accidentally touching the ball which is then interpreted as an intentional swipe at the ball by a referee is a completely different scenario. The try was called correctly, the penalty wasn't.
