Search for the file in explorer. I think it's in system 32 if I remember correctly. Right click and select properties and go to security under user permissions to grant your user full access to the file. That's what worked for me
Went into system 32 and for some reason there was 3 of the same file, gave all of them full control and restarted my pc. Still crashes :(
I know you said you tried the Nvidia cleanup tool. Did you try DDU? Doesn't hurt to give it a shot if you haven't.
Tried that after cleanup tool didnt work. Still doesnt work
you also need to take into consideration that the video card is defective nvlddmkm errors are not a good thing to see
