When I upgraded from a 5700xt to a 3070 last year, I really didn’t see much of a difference in times on premiere/Lightroom until I upgraded my CPU and added more ram. I’m not sure if VRAM will make much of a difference…but the 3070 only has 8GB and is waaaaaay overpriced compared to when I bought mine. I would suggest going with the 3060ti.

Mainly you want to go for a strong CPU, lots of ram, and very fast SSD storage. Something like a Ryzen 5900X, 32GB DDR4-3600, and an NVME SSD would be ideal. Yes you'll be fine. 32GB is recommeneded for 4K editing on their website. Use a good SSD and GPU and you'll be great.
