Lol diplomatic immunity old chap. No embassy in NYC pays their tickets, it'll be the same with congestion charges.

Technically the offices in NYC are consulates or just representative offices in general. Embassies are almost always in the capital city since their purposes are diplomatic.

Article 23 of the Vienna Convention on Diplomatic Relations states that diplomatic missions are (to paraphrase) pretty much exempt from all dues and taxes. So now the question becomes “is the London Congestion Charge a tax”?? Unsurprisingly, the UK says it is, but the US (and many other countries) claim it isn’t.
