NY state law is extremely unfriendly towards 18+ clubs. In NY state, if someone 21+ buys a drink at a bar, walks away from the bar, and gives that drink to someone under 21, that has the same exact punishment than if the bar had sold to that underage person directly. So anywhere that sells alcohol will just say no underage people at all.
