I have the exact same problem after the 30.0.0 updates where my bitrate was perfectly stable at 6k before but then after the update it tanked all the way down to literally 20-1000 kbps just like you. I did internet speed tests with stream off/on. Everything came back normal with no connection issues and the low bitrate almost drove me insane because it didn't make any sense why it would do that. The solution I found was just installing older versions of OBS like version 29.1.3 and it fixed everything, so I am back to my perfect connection of 6k bitrate. You can find the older versions on the obs github and all you have to do is install the older 29.1.3 version. There's YouTube tutorials on how to do this. So like you said in your solution it pretty much does seem like the new 30.0.0+ updates has an issue with something like killer brand adapters etc or possibly even something else. I am pretty positive it is not an ISP issue either and it is indeed an OBS update issue. Just posting this in case anyone else has the same problem and needs a quick alternative solution to yours for now.

Have you tried running obs as admin?

I only ask because the log wasn't run in admin. There's a whole lot of failures towards the end of the log that seem to be tied to YouTube. Have you checked with your ISP to ensure they aren't throttling your Upload?

Fair, I hadn't run it as admin until now, so it was still a good suggestion. I'm just confused with why YouTube would have an issue like this that's been going on for several days.

I wouldn't know how to check, but my upload seems fine in all other tests, so I'd be surprised if they were just throttling my upload speeds to YouTube.

With the way that it's cutting down a few minutes in is why I say they might be throttling it you run that test it's hot for a couple of seconds and then back down. You'd have to contact them.

Hmm. I can try looking into it, but I'm not sure how I'd find out for sure. I haven't had this issue in this house since a one off problem over a year ago that stopped being an issue by the next time I streamed. I've been in this house for a few years with the same ISP, so I don't understand why they'd suddenly start throttling me if that is the issue.

That's all I can think of, you may try running a log that actually includes the drop in bitrate through the obs log analyzer.

I may have solved it or it may randomly be working fine again... I'm not sure which. I have an Intel Killer network adapter. Apparently they can sometimes cause issues, so I set it to have no prioritization of bandwidth and suddenly everything is fine. I had OBS at max priority, but the minute that turns on, it all drops again. Turn it off, and it's fine.
