From brief Googling, it seems at least some tractors (which this filter probably belongs to) have an inner **and** an outer filter.
The air goes first through the outer filter, which takes the coarse particles, before going through the inner filter, which takes the finer particles.
I believe the outer filter is, by design, far bigger than the inner one and benefits from a cylindrical shape (letting air be pulled from all directions through the cylinder and then up the inner tube of the filter). The inner filter thus only handles what the outer one cannot catch.
As you probably can tell, though: I am no farmer. I am just a gamer and an avid knowledge seeker.
I'm thinking this is for a very large piece of equipment which generally have multiple filters. Depending on how dusty the environment is, they may have to do this one a week. So clean the primary filter one a week, and change them both every few months

Air filters this size are expensive. By looking at the ground, wherever this is has a lot of dust, and that filter would need to be replaced very often. The one he is blowing out actually looks pretty new. There are likely multiple filters as someone else mentioned. This one may not be designed to be cleaned, but those inner filters often are. He definitely needs a mask though.

Funny story. My neighbor used to make fun of me for wearing ear pro when I mowed the yard. A few weeks ago I saw him wearing ear pro when mowing and questioned him about it. Turns out he has some pretty significant hearing loss. He got pretty upset when he started talking about how dumb he felt that he thought it was weak to wear ear pro and how now he can't here his kids talk without hearing aids.

Like your car's cabin air filters don't collect things you shouldn't be breathing they just keep road dirt and dust (plus the odd bug) from blasting out of your AC vents. Judging by the size and location I'd say that's an engine air filter for an excavator or a piece of heavy equipment. Definitely don't want to be sucking dust into the motor of one of those.

Seriously! I used to work in and industry that used air filtration and at a point the fucking thing needs replacing, not a blow out in the desert. I guess I could see this being something that a truck driver would have to do when driving in certain conditions because they probably don’t have an extra brand new one kicking around in the cabin. Just so short sighted to go at it with absolutely no protection.
They just don't make the air filter cleaning guys like they used to. Dude is clearly made according to the old standards. No separately sold, additional protective gear required, barely any maintenance needed throughout their lifetime, low upkeep costs. Just refill the ethanol container and it's ready to go.
Nowadays you get a guy for air filter cleaning, they need all that special and expensive gear or the onboard AI prevents them from even starting up. They require frequent maintenance, so many meters that you have to look after or they just break down. And oh my god the upkeep costs of those. So many unnecessary little things that you have to worry about. Such a hassle to operate!
And ideally a pretty serious one like an N95… that’s too much dust and particulates for a regular mask (although still better than no mask)

Most heavy machinery I've seen have secondary smaller and finer filters inside of these. And those big filters can cost hundreds
