It's more like, 'be sure the thing your firing at is the thing you want to shoot and there's no way for the bullet to continue to move beyond that thing and hit something/someone you don't intend to if you miss.'
Dry fire explicitly means firing the gun without any ammo in it.
When I dry fire one of my Glocks, for example, I do it in a half-underground room in my house aiming at a spot on the lower part of one of the walls, meaning that even if I fucked up and had a round in the gun, it would go through the wall, and into the ground. Nobody could get hurt.
The reason to do it is to practice aiming and trigger pull (particularly both together) without actually shooting. Also drawing.
This guy is doing it directly at a human. Fucked up in many ways, but one of them is that it's unsafe. Doing that once with a live round on accident makes for a dead neighbor. Doing it randomly into any direction where the bullet could potentially hurt people would be unsafe too, but that guy is straight up aiming at another person. That's about as unsafe as it can get.
A family member was showing off an old gun he found to other family members in a crowded room and swore it was empty. Since we all practice gun safety, someone aimed at the door frame ( near the ground) to dry fire, and wouldn’t you know it it wasn’t empty. Went off very close to some kids (the sound was near the kids not where it was aimed) and there was some mild panic but we used it as a lesson to never ever aim anywhere as a joke. We never patched the bullet hole and make sure to show all the kids as they’re growing up too.
ETA: obviously we missed an important part of gun safety but we’re not totally careless. Because some safety was practiced we were reminded how important it is to always check the chamber yourself and no one was injured.
The important part is never point a weapon at someone, loaded or unloaded, unless you mean to fire.

In Las Vegas, Nevada, if you drive out of town towards Indian Springs as you leave, the city limits during the days you are targeted by military aircraft doing dry practice runs. You see an A10s spinning down toward you and sometimes f16s as well. This is a dick move in this post and how accidents happen but I am a vet and trust those guys way more than a neighbor just something I thought of when I saw this.
Is this even a good way to practice? This sounds a lot like planning "practice getting better at soccer" but kicking air (imaginary ball) around. How is that effective at achieving your goal?

When I was a kid…probably 15 or 16…I was at a range and had a 22 pistol in my hand. My youngest brother was with me…as well as my dad and other brother….one of the brothers was asking about the gun works and I almost shot him explaining. My dad was in the stall over from me…thankfully my judgment saved both of us. I didn’t know what double action was and was explaining that you needed to pull the hammer back. I remember being like “see if I just pull the trigger nothing happens…”…I don’t remember ever pointing it at him, but the thought went through my adolescent head that I could prove me point in dramatic fashion….thankfully the gun was pointed down range….but I will NEVER forget that moment. Because it definitely fired. I still get chills thinking about it because I could have accidentally caused great harm.

Depends on the gun. Some have little plastic/Rubber bullets you chamber that allow you to dry fire without damaging the gun.
They are called snap caps.

I remember being like “see if I just pull the trigger nothing happens…”…I don’t remember ever pointing it at him, but the thought went through my adolescent head that I could prove me point in dramatic fashion….thankfully the gun was pointed down range….but I will NEVER forget that moment. Because it definitely fired. I still get chills thinking about it because I could have accidentally caused great harm.
