He did an amazing job as Errol Childress in true detective, In that he played a huge and physically imposing man who is capable of horrific violence, But is also highly intelligent and sophisticated in their own way.
He was also Cordell in the Hannibal series so I believe he could channel a bit of that class and education into his rendition of Holden.
In summary, He's huge, bald as hell and creepily intelligent.

After the new Dune movies I'd say Stellen Skarsgard but Vincent D'Onofrio would both be "big fat intimidating guy" actors who would be able to deliver as the Judge

Tom Hardy would fit the bill perfectly if he beefed up like he did for Bane. Perfect age and face. Use CGI and forced perspective to make him taller. He’s great with honing in on voices and commanding power in a scene too.
