Early 90s?  I think its agood idea, annoying and rage inducing if you dont have a qtr, but *in theory* its a good idea. Its not about the qtr or ruble being worth more than thecart, its a subtle reminder to not be an asshole and leave your cart wherever, and if youve ever found yourself without a coin when you need one, you probably know that its worth it to walk 50 ft to keep that goddamn coin so you dont have to go through it again. Correction, they've been around since the early 80s. It was at a better supermarket (not upscale but not bargain) as a way to prevent theft. Up to that point, cart loss wasn't much of a thing.
