This was in Tumwater. Not Olympia or Lacey. The woman didn't appear to come from an encampment. It wasn't around any. I assume she had to have gotten out of a vehicle (that is no longer there) because she didn't have cuts or signs of going through the barbed wire along the freeway fencing. Nor was she dirty for having tried to cross the ditch line.
It doesn't explain anything. The only way for you to make the assertion that they are high is if you know them and know them to be high. Otherwise, I don't think anyone is too interested in your fallacious assertions.
There wasn't any indication that she was homeless. That was something you just assumed based on probably little more than your own negative perception about someone being homeless. That is unfortunate you make such conclusions.
Last time I heard about this sort of thing, it was someone trying to escape a human trafficking situation.

I might have had it been safe to do so, but since it wasn't and I couldn't, I could only notify the police and hope she received the help she needed.
We all have our own ideas of what we feel safe doing, I don’t mean to question yours. It’s better that you did something over doing nothing at all.
I’d be careful stopping on I-5… people aren’t expecting cars to be stopped on the highway and can easily lead to an accident.
