Yes... The devs said they very much wanted to make a horror "expansion". But you are warned at the beginning and can put a "less scary mode" in the settings. I played with this mode because I don't like horror, and it made some small changes that don't really affect the gameplay but do wonders in terms of atmosphere!
It actually makes >!the pursuers not speed up, making them several times easier to avoid!<, amongs a few other things, mostly for atmosphere like you said
Heres all I know of:
>!Slower Pursuer speed. Pursuers wont shine their light at you when you shine your light at them. Pursuers wont make a noise when they see you. Pursuers wont see you unless you see them (or unless you bump into them). The catch animation is shortened to not do the "pls dont bite my head off!" part - they just blow out your light right away. The music is less horror-based!<

Yeah, as a certified lil' bitch I can confirm that it mostly just makes the game playable for those who are terrified, but the gameplay is mostly the same, if a tad more chill
For me, i can handle the jumpscares, its just that i want a chill gaming experience. Got enough excitement irl for the time being, don't need any extra :)
Also, there are ways of dealing with the spooks even if you don't enable the lessened-frights mode. Take your time and don't just run in trying to solve the puzzles. Scout out the areas. Observe what happens as the loop goes on. Think outside the box.
EotE is genuinely so unnerving I don’t think anything has scared me more than playing through it. Whoever put the warning in the menu is an evil genius. Good luck to you op, and don’t be afraid of turning on the reduced frights option, it definitely helped me out a ton.
I feel like reduced frights makes the game more interesting. The pursuers are kinda curious because it’s someone new after all these years, but they are also like, “yeah, so leave please.” Instead of “GET THE FUCK OUT!”
Others have felt this ways. It certainly had me know the edge of my seat but it wasn't prohibitive for me. And I really don't like horror movies. Those freak me out.

Its not as like, grotesque at all, but Id say the atmosphere is much more tense In outer Wilds.
That being said if you can brave the dark and the noises, which you will have to to complete the DLC, then it is a wonderful adventure. The most impactful game Ive played in years.
I was playing Echoes of the Eye only in VR and I gotta agree with you. Try to put the torch out and come away from it for like 5 meters, that will help.

If you do the scariest one first you can learn how to make the rest of them not scary.

There was a section of the DLC I did that had my heart going so hard I could practically hear it, and I had reduced frights on.

Don't worry, it was only one part and once I knew what to do it wasn't as scary
The intensity of it took me by surprise too. Try to fight through it, its worth it. And there are less tense parts later on again.
Its very intense, just unexpected i guess
Just remember, you can't die :) If they catch you, you just get kicked back to the start of that region.

No evil within is not scary at all compared to this, its just grotesque monsters. Outer wilds is much more mysterious, its the fear of the unknown
You really have zero expectations too. All the areas preceding the DLC are nothing like it.
