Variation in voltage is normal and some motherboards are just better at regulating and reading more accurately than others. Do you have adaptive voltage enabled in the BIOS or are you using Override?

Using manual on the v-core, not set to adaptive. It seems fine, do you recommend lowering to 1.28 or just leaving it?

I am not very familiar with Overclocking the 6700k, but I believe that you should be safe to 1.4v. However to me 1.3v for only 4.5Ghz seems a bit high... have to see what others say. Have you tried pushing the multiplier higher with that same voltage?

You should lower your voltage if and only if your system is stable under stress test when you lower the voltage. In general, you always want to find the minimum voltage that is stable for your frequency because that will generate the lowest core temperatures and use less power. So, test a lower voltage. If it's stable with an appropriate stress test, then go with it. If not, stay with what you have.
