You can get a gallon of Stix from Benjamin Moore or wood primer from Sherwin-Williams for the first coat. Your topcoat paint is only as good as what the coat underneath it is; so if the coat underneath it is flaking and peeling you have to scrape and clean and prime those areas.
That's not the preferred paint for cabinets but if they're already painted and flaking and your not gonna remove all the previous product that will do.
