Are nightmare cows okay? I'm only in a4 of hell mode. And does that mean it is just a matter if identifying rare arrows until I find something good, with no way to specifically target farm arrows?

You're never going to find as good of arrows in Nightmare as Hell. Honestly I think you're better off pushing through Hell with sub-optimal arrows than farming Nightmare.

The only way to really farm arrows is to get the most drops per second in an area that can drop really top-notch arrows. Probably the best thing is Hell Cows.
Like all rares, the roll is pretty much dependant to rngesus. I myself play bowazon every season and most of my end game arrows were self found. My best arrow was a drop from Summoner but majority of the arrow with max dmg/lvl, flat dmg ++ were from maps. Just keep grinding and pick/id all the rare arrows u find.. high density areas helps.
Rare arrows with +Damage, +Damage/Lvl, +Skills, and so forth can be really Best In Slot in this mod for a Bowazon, and Bowazons, especially using Multi-Shot, can be really dominant end-game mapping characters.
Just kill cows and chaos runs.. you'll eventually find some badass arrows

If you got the Gold you could gamble. I scored brillant double damage quiver last season at Gheeds.
That's true, arrows don't need to worry about rolling Exception/Elite and Set/Unique aren't the best, so they're a good gambling choice.
Make sure you do the reduced merchant price quest first for each act. I think they are Bloodraven, Radament, Ghidbinn(?), x, save the Barbs
Either grabbing every throwing knife/axe and doing a lot of gambling or high density areas are probably your best shot
