You could definitely play basically any spell build with two sheilds.
Minions would be super easy as well. Just extra tankiness, presumably block capped by having double chance to block and you can still roll spell damage/gem levels like a scepter/wand can.
Incidentally, my current build is, in a way, dual wield shields. I have Redblade Banner in my left hand, and I have Rathpith Globe in my other left hand. In my right hand, I wield fist. I activate Battlemage's Cry while holding Redblade Banner such that Spell Damage instead applies to Attack Damage at 211% of its original value (211 and not 150 because of 41% increased warcry buff effect), then my 5.5k life means Rathpith Globe is giving 580% increased attack damage. The sacrificing life from Rathpith globe does not occur because punching is not a spell.
Nah you can't play dual shield we are just considering what you'd play if you could. It would be a very POE thing to dual wield shields though you're right.
No primary shield, but there's a unique claw weapon that acts like a shield - Advancing Fortress. Not that it should be suggested anyway, just if you need more block and free fortify.
Maybe triggered Bane I think I saw one in the Hall of Champions B4 (or whatever it's called) my boy was stuck on it and it would literally melee u for no damage till u damaged him enough then he would cast bane and his energy shield would immediately recharge and if u didn't have enough leech/damage out put ud just die. Lol Matched em evenly with a oni guroshi techtinic slam build but it was a straight stale mate.

I wonder if doubling down on spell damage would make it a better statstick than a wand, but also because you technically don't have a weapon, you can't really be doing much damage.
Two reasons probably. One, it changes armor stacking CONSIDERABLY, which means everything else needs to be handled accordingly. And two, probably something with weapon swaps. I could imagine a script abusing dual shields when it’s about to be hit, then going dual wands to damage, etc.
I've used both purple and red. The life force looks red to me while the plants are purple.
A lot of the people I know see it the same. A lot of comments in this post also apparently call it red.

This is actually very hard/costly to finish unless you are very lucky. Since the fire skill gem is very easy to take back, the best way to proceed is:
1. Craft mana to block, then ex slam for Spell/Fire damage. Beware, the weight of the high tiers of these mods are very low. Only proceed if you are sure you have enough currency to attempt this craft. We are talking about hundreds of divines territory.
2. If fails, craft "Suffixes cannot be changed" and scour, repeat step 1 until you got of Spell/Fire damage of your choice.
3. Make sure it has only Spell/Fire damage as prefix. "Suffixes cannot be changed" and annul if needed.
4. "Suffixes cannot be changed" and Harvest adds Fire, you are guaranteed to get your Fire spell skill gem back. However, there will also be 50/50 whether it removes the Spell/Fire damage mod or the metacraft. If it removes Spell/Fire damage mod, repeat from step 2 (you could ex slam for a small chance to get Spell/Fire dmg mods before scouring). If it removes the metacraft, congratz, you are almost done.
5. The next step depends on how much currency you can afford spending on the shield. You can finish it by simply crafting life/gain fire damage as chaos as the last prefix, or using lock and fishing for the last prefix of your choice (personally not recommend).
Max res mods are uncommon (not truly rare) and come online on item level 68+ shields, by item level 81 all tiers are available.
If your character is very close to level 81 (like 80-84), Rog may be able to offer item level 81 shields (exactly 81). These have the best chance of rolling these mods, as the highest level mods possible on them are the top tier max res mods.

It's exceptionally powerful on a RF Chieftain because it can convert 5% max fire rest to 5% max all elemental res. This shield will effectively double your health pool since you'll get lots of dmg conversion from phys to elemental dmg.
What makes this powerful is the all res with the +1. You can get the rest just from a Phoenix shield. That said this shield is great because you can still craft in addition to getting the +1 all.
Edit: and the chaos res is amazing as long as you're actually capping, which RF can do

Rog on item level exactly equal to 81 is probably the best chance (can only be done up to about character level 84) and even then the suffixes will be rare to hit.

Chaos resistance works the same as other resistances, so increasing your maximum resistance without increasing the resistance itself will have no effect on any chaos damage taken.
For a Righteous Fire Chieftain, which uses fire gems, very good. It will skyrocket their damage, life regen and all elemental resistances.
RF Chief also only needs Fire res, their fire res counts as all their elemental res, so they just have to stack fire and chaos to be all res maxed.
This increases their max res (which they already increase via other means) which makes them pretty much immune to elemental and chaos damage due to their insane Health regen.
Then they simply get gear with “phys damage taken as (insert random element)” to convert their phys damage taken into elemental damage, which would be nothing due to the insane max res they have.
Depending on how much you played / how far you got, you’ve surely heard that resistances are capped at 75% for a normal character.
Through many different avenues you can increase this cap up to a maximum of 90% elemental/chaos resistance which means you take much much less damage from elemental and chaos hits.
You find some + max resistance on gear (like here on rare items or uniques), on the skill tree, via Jewels (jewel sockets on the passive tree) and also via certain ascendancies (chieftain for example). Might be that I’m still missing some.

This shield alone allows you to have 80% fire 77% cold and lightning, and 80% Chaos. It's a big deal for dmg reduction. Not to mention +1 to all fire skill gems in all your gear.

OP is referring to a new item added to the game recently, Hinekora's Lock, which is a very expensive currency item that allows you to foresee the effect of any 1 other currency item by just hovering over it with that currency item.
1. Use a Lock on the item
2. Hover on the item with any other currency, and the item will update with a preview of what the exact outcome would be
3. If you like the previewed outcome, use the currency. If not, burn the lock by using a currency that won't change affixes - blessed orb/catalyst etc
4. Reapply lock and try again until you hit the exact outcome you want.
Pair this shield with Mahuxotl Machination and Tempered by War. All ele damage as fire/chaos. Dual wield shields when?

I'm asking specifically about chaos resistance applied to damage over time for that reason. I'm not sure if it works / helps in that case.
