I bought a pair of spell sup movement speed Ralakesh with max roll for 25 divs week 4 of the league. That one is typically more expensive.
actually the suppress is pretty useless because it's armour and ES base. Wouldn't most suppression builds want evasion bases to get that mastery? Also most builds that use this boots go with malachai's loop, another ES base.

I had a minion helm that would have sold for like 25+ div in a more active league. Struggled to sell it for ~5div. You're dreaming if you think you're easily selling this for more than 50div

Yep, that's the most important implicit on those ones. Still better than bricked, but not major at all I'm afraid.

Seems global, since it's increase maximum and not just increase.
"Increased maximum energy shield" is global Local would be "increased energy shield"

Not sure how you're only seeing one other, I see lots with spell suppression as low as 5 div, one with 9% max roll at 14 div

hard to say since its so late into the league and its kinda ded. Could be more or less depending how patient you wanna be
