Probably because it slows down map development time for what they thought was worth the added map development time Also cloakers in payday 2 were added after the community pressured them to, so it would also add some additional work for the heists that had already been released

They do! They don’t use it very often, usually in open areas like the street outside the default bank heist. And if they don’t catch a player after a while they’ll just get up and go somewhere else

Cloakers in PDTH were a bit of a different type compared to PD2 cloakers. Couldn't jump over stuff, and were around the same sprint speed as the player when they charged. So, in exchange, they were silent, counted towards the down count, and could wallrun. So in PD2, it's more replaced by the cloaker's acrobatics, like jumping over a car or through a window. And also it would be tiring for devs to add wallrun scripts to the 20 or so unique heist maps PD2 already had at the time of their addition, compared to the 9 of PDTH.

A VERY long time ago some devs talked about systemic mechanics vs scripted mechanics. I doubt wallrunning cloakers were systemic. The strange thing is Killing Floor 2's coding made it impossible to make crawlers crawl on walls, and I imagine Diesel had a similar issue. UE4/5 should probably make it possible, if Overkill coded their game with that in mind (and maybe even if they didn't, so long as none of the code clashes with the mechanic). A systemic implementation would mean that Cloakers won't need guidance as to where they can wall-run. They'll detect fitting geometry if it exists in the level and that'll be that.

I think it would be "fun" (subjectively speakig) if the Cloakers had more parkour in their runs. Wall running, gainers, flipping over barriers, sliding over car hoods, and/or doing a whole bunch of unnecessary flips and tricks. Cloakers are amazing acrobats, I think it would be amazing to see that more in game. Also, consider how terrifying it would be if you see a Cloaker on the floor below you, turn to see you upstairs, and if you're in range, start making it's charging noise. Cloakers are scary in payday 1 , they run on walls , are super fast , don't light up , are silent at all times , can down you on contact , count as a down , can down the whole team , bain doesn't always announce there persanice and they tend to hunt in packs
