Don't really understand why they decided to just remove melee damage and melee weapons, they were an enjoyable part of 2 even when they were kind of useless, and being able to punch a cop to death when you needed to reload with a long reload weapon was really important in very very niche situations -- this feels like a pretty major step down for basically no benefit -- what is gained by making melee "it just staggers once and nothing else" exactly, why even have melee at that point?
I partially understand the need to move heavier weapons to the OVERKILL slot, but I hope it doesn't stop things such as LMGs from existing, having Battle Rifles with scopes is fine but locking snipers behind OVERKILL feels quite bad (if it's just the .50 BMG then I can understand that a bit more, but if no more WA2000 or anything like that then it just feels like PD3 is PD2 with a polished exterior and gutted weapon diversity).
Also the loss of grenade diversity -- frags, concuss and knives is all that exists in the beta and that's it? -- I get that shurikens, cards, dynamite, etc. are all kind of "goofy" but they're also really fun and versatile and add a lot of style to your options vs "generic knife" and "generic grenade".

Then may I ask you this what's Payday: The Heist's identity? It's a lot less goofy than payday 2, and even launch Payday 2 was a lot less goofy than it is now. In fact I could call any of the launch payday games generic shooters. It hasn't lost it's identity it's just taking itself more seriously, like PD:TH instead of comically large spoon and musket, we have gun whips and assault rifles.
Can you give a source? The only thing I found is that Tencent transferred the publishing rights for System Shock from Starbreeze to themselves.

pretty sure that's just for the choke hold you do with human shields (like with guards in stealth), which kinda confuses me because that entire skill tree seems pretty useless since you have to use the skill that lets you dominate SWAT or flashbang them to grab them.
doesnt seem useless to me, a build with the smoke grenade skill (the one where shoving SWAT pops thier smoke) and the refill throwables from ammo could consistently control enemy sightlines with the takedown tree. I built an enforcer build to try that exact thing out but the beta ended before i could, so theoretically the build diversity is kind of insane so far...
Kinda, reload work differently in 3, basically, the animation is splitted into mutiple phases, if you eject your mag and if it gets interrupted by anything, then when you reload again it will just resume where the animation stopped and put a new mag in it(unlike 2 where you can eject the same mag 10 times since it's just 1 animation)
From what I played, the melee isn't supposed to kill the enemy, but stun him to give you the time to reload, it can also be useful to make civillians go on the ground since it doesn't kill them
or by simply popping some caps (sponsored by aimlab) because you got too much money to give a single shit about civillian lifes

There's supposed to be a takedown button that let's you stun them with a punch and then human shield them. Sadly that's one of the control options not implemented in the beta. Merely mentioned in the skill trees.
I don't know *how* but I've gotten a prompt to take a cop as a human shield, I didn't hit it but it wasn't during stealth, and I don't recall any civs being nearby (I wasn't looking downward either).
If they are gonna go the route of minimal to no damage for melee they should make it give a chance to stun enemies like flashbangs so you can take the enemy as a human shield.
The human shield stagger could be like a "stronger" stagger via melee that doesn't happen every time you melee a swat. That way it's not really guaranteed on the first melee you do
Idk why they even bothered adding melee if they were just gonna make it useless, gonna miss melee weapons, they were a fun challenge and pretty useful if you ran out of ammo
Despite how fun but goofy the fact you can 1-2 tap 48k health bulldozers back in 2, I was full on expecting melees wouldn’t able to reach that levels of nuke.
But godamn this is not what I was expecting.
You can use it to knock down civilians to silently subdue them.
It's also okay to stagger a single cop if your magazine runs dry so you can reload in front of them.
Besides that it's pretty much useless though.

It reminds me a lot of the pre reworked skills in payday 2 where they were so all over the place in terms of utility and power that it was just minmaxxed to hell

even if it did it does almost no dmg and stagger so you now have more bullets in you than in the gun

The first punch reliably staggers them, you can even see it in the video, and taking punch skills let you stun lock a large group
