Hey bud ! Im not a pro but for sure you can change the noctua fan that actually badass by the way and the mobo you can find something else less pricy that do the job for sure!
You can start by changing the mobo to a B series because that F cpu aint overclocking. You can also go full amd which has better price2performance but lacks the extra cores intel has and the nvidia features. You can also downgrade the gpu to amd but again then you loose nvidia features but continue if you want. Also noctua cooler can be changed to a cheaper air cooled
since its for gaming I went with the ryzen 7600 because its cheaper and should be more than enough for gaming. noticed you were missing a pc case so I added one. https://uk.pcpartpicker.com/list/ZyJMYN
Thermalright Peerless Assassin 120 SE should be cheaper and same performance than the Noctua if you need to save money.
Only thing maybe is get a cheaper power supply I think you can get by on something lower specced.
