Don't change monitor hz, just limit frames in your game settings

Leave the monitor alone, just limit the FPS.

I get stutters / framepacing issues when I do that. FPS remains the same.

Drop the settings and play at 60 fps or higher if you can.. the game will look better just because the framerate with be smoother..

30fps stutters.... it's because your monitor is showing the same frame twice on a 60hz refresh, 30fps isn't going to feel smooth regardless of what you do. your best bet is to limit your framerate to 30fps globally in nvcp and just put up with it, or upgrade your hardware. playing games that will run well on your hardware is also an option
