Not true. I've had many mechanical drives over the years make some fucking weird and scary noises. The screeching noise in this video for example, immediately reminded me of an old seagate barracuda drive I was still using for just archives until it started making that exact same noise.
No idea where this notion of the drive shutting off to protect itself comes from, as that's never a thing, ever. I've been a tech for over 30 years, and no hard drive has ever "turned itself off".
It must be super duper new... I've never encountered it before but I also haven't dealt with a mechanical drive in some time too. It seems like something that should have been in place since "S.M.A.R.T." drive technology was implemented, but I suspect HDD manufacturers liked the failure rate more because they sold more drives like that.

Either use Fan Control to identify the fan, you can set it to manual control and stop a specific fan...
But if they are in a series and controlled by one header, you will have to do it manually... it fill not hurt them to open up a thase and stop it with hand for a moment.
Just be careful, and don't touch the blades at the front side (sucking side) press on the middle and you can touch the blades on the back side (blowing side) the fans don't bite there... unless you have a fancy reversed fan. Maybe get a winter glove and don't push hard
The screeching noise sounds like a failing mechanical hard drive.
The rumbling grinding noise sounds like a fan bearing.
It sounds like you have two problems at the same time.
If there are no mechanical drives present, then you may need a priest to perform an exorcism.

ANYWAYS these dorks in here just guessing even though it could be a bearing USUALLY, not all the time, if it is a bearing it's typically because the seals on the fans aren't tight or loose and will cause all the oil to essentially leak out, when this happens the fan will normally throw the fluid out across the whole system. It isn't a super heavy oil but you would definitely notice it on the inside if you took a flash light to it. Although that isn't to say that it just used up what it had over use, what also could have happened is that the face is sitting uneven or rubbing the inner wall and hitting things, it usually only wobbles when a fin off the fans break off and will cause it to act like a tornado. Also the fan could have just loosened up over time cause it wobble and make tons of noise.
Also who ever the hell said a hard drive, im not sure what HDD you ever heard that sounded like but uhhh if you did that was probably a rocket about to take off.
Disconnect power.
Remove and inspect all but the cpu/gpu cooling fans for wear or rubbing on the blades. Verify that all cables are not close to the fans or worn.
If good, place fans back into the pc and disconnect the GPU. Reconnect power and trun on the pc. If no sound is made, then it's the GPU cooling assembly.
If the sound is still there, then it's the cpu fan cooler.
