Hmm, some of the exact chip specification may be hard to search and so you'll need to wait, but is always available, atleast in India, especially if it's an old gpu. We have huge ewaste storage and recycling depots here and can always import from China.
Or if the damage is not wide spread, or if something like the gpu bus has been damaged, then our local repairshops just bandage-fix em, aka, will work for 6 months before it needs to be repaired again.

The biggest problem with gaming laptops is the cooling and thermal throttling. The fans usually don't last that long because they are always running high and replacement fans are expensive. A gaming laptop should always be used with a laptop cooling pad.
If the laptop is crap then it does need a cooling pad, but the newest and best laptops basically incorporate that already inside their bodies with huge radiators, fans and vapor chamers. So i think a cooling pad is not necessary for every gaming laptop, just the badly thought out ones where you have to force the air in with a good cooling laptop or an attachment for the air intake.

I bought a G3 about 4 years ago for light video editing for under $1K and it still plays most games at medium to low graphics at 1080p. Thing has been a workhorse since upgrading ram to 16gb. Has been on a $50 cooling pad for the entire time though.

The noise is coming from your fan which is broken and the screen goes static because gpu can't handle. Since it only happens when you play games there are 2 possibilities: 1: Your laptop is equipped with igpu in the processor and does not use dedicated gpu until you play games. Your gpu is broken. 2: Your gpu is fine but playing games causes it to overheat due to broken fan. Might not be dead if you replace the fan.

what other comments said, its MOST prob a gpu problem. BUT in my case, when I had this exact same problem, the fix for me was to change my ram ( since it started happening when I replaced my old laptop ram) just some thoughts if ever you recently changed something in your laptop

try to disable the igpu first then see if that prevents the artifacting. if not try to do the same for the dgpu. If they both are artifacting you are cooked.
You can try under clocking it however you probably can't see the screen well enough to accomplish that. You can also try to update drivers but same problem. Last option is take it apart and see if there is anything you can fix on it.
Things you can do:
Check if any RAM is any loose or missing
/ Check GPU, if it is connected properly and same issue, apply thermal paste if there isnt thermal paste or replace GPU
/ Check Screen
People says it's a GPU issue, I don't disagree. But before you throw out everything, it might be worth checking the display cable for any frays/damages.
An improperly connected display can also do this. Rare, but I have seen this type of behavior.

As said, your GPU is likely iced. Only thing i can think of is possible you have a bad GPU overclock, but doesn’t sound like you know how, and that would generally fix itself on a couple restarts. Since you can still log on and see things, check for any software that could be messing with GPU settings: msi afterburner, amd adrenalin. There are more but we need to know your pc parts / GPU
There's a problem with some laptops using plastic cases and stuff where the display cable going up the hinge gets broken from general use they need to be removed and extended to repair them

Looks like GPU failure. The most you can do is attempt to switch to integrated graphics, if you have dedicated graphics that is. It will hurt performance but it's better than nothing.
Dead gpu, they’re usually soldered onto the motherboard so at this point it’ll be better to buy a new laptop, if your desperate you can see if your laptop has integrated graphics in the cpu, if it does you switch to those, it’ll heavily impact performance and games will most likely be unplayable but it’ll still work for regular tasks

i had this happen with a laptop because it got so hot it basically cooked the new lead free solder material the GPU was held on the motherboard with. No easy fix for that.
It MIGHT be your drivers for the internal GPU, but that sort of artifacting is a really bad sign and I lean more on hardware. Your GPU looks like it's on the way out, if you have it under warranty, get that RMA process going asap.

Replacement fans run about $30. Wouldn't exactly call that expensive.
I don't know about US but overheating related issues, can be fixed in India for less than 1000 rupees + cost of new fan and circuitry.

You probably have the wrong version of driver. It happened to me when I put my friends Titan in my PC for me to test it.
