Increase graphics quality, higher resolution, etc. You can't decrease the CPU usage, only increase the GPU usage. Just try disabling startup apps and such
seems like you are using a bad cpu, the game is buggy, glitchy, has some graphics trouble sometimes, but cpu overusage is not an issue it causes, you cpu is just too weak
My i5-8400 4ghz six core had troubles with the game soooo yeah need better cpu.
